When discussing leaders in the valve industry, Qiu Xiaolai is a name that cannot be overlooked.
This expert, who enjoys special government allowances from the State Council and is recognized as a Zhejiang Provincial Outstanding Contribution Expert, is one of Zhejiang Province’s “151 Talents,” a Wenzhou Municipal Outstanding Scientific and Technological Talent, a recipient of the National May 1st Labor Medal, a Zhejiang Provincial Model Worker, and a National Model Worker.
Qiu’s life has been inseparable from valves. As he himself said, “I’ve spent most of my life working in the valve industry.”
“I came to Chaoda in 1995 from the General Machinery Research Institute of the Ministry of Machinery Industry,” Qiu said.

At that time, the environment for the valve industry in Wenzhou was not ideal. Chaoda was not large in scale, but it was a dynamic company with a strong emphasis on valve technology innovation. As an engineering technician, Qiu’s arrival allowed him not only to continue his research and development of valves, but also to directly manufacture the products he developed for users. In the context of the national policy promoting the nationalization of advanced equipment at the time, this was a fortunate event for the city, the province, and even the nation.

At that time, valve manufacturing standards were relatively uniform, and the nationally mandated standards were very restrictive. This led many companies to compromise with these standards, hindering innovation within the industry. Furthermore, these standards contained numerous technical elements reflecting the current level of valve manufacturing, allowing some foreign valve companies to monopolize a large portion of the Chinese market with their more advanced standards.

Good standards are essential for manufacturing good valves. By establishing standards, we not only improved our own technology but also enhanced the reputation of Wenzhou enterprises within the national valve industry and among users. Standard setting also reflects the technological level of a company or region.
Soon, several standards from Chaoda Group were successively recognized at the provincial and national levels. Over a hundred standards were subsequently developed, including 56 national standards, 45 national machinery industry standards, and 10 Zhejiang manufacturing standards.
Currently, Chaoda holds a leading position in the industry in terms of the number of patents. These patents are developed specifically to meet the needs of domestic and international customers, possessing significant practical value. This truly represents the localization of advanced equipment, playing a crucial role in overcoming many technological shortcomings years later.

A representative example is JB/T 8937-1999 “Wafer Check Valves,” the first valve standard drafted by a private enterprise in mainland China, which made a positive contribution to the technological advancement of my country’s valve industry.

Today, Chaoda Group is a leading enterprise in the industry, recognized as a Zhejiang Provincial Innovative Pilot Enterprise, a Zhejiang Provincial Patent Demonstration Enterprise, a Zhejiang Provincial Science and Technology-based SME, and a National Intellectual Property Advantage Enterprise. It has also been selected as one of the first batch of Standard Innovation Enterprises and a Zhejiang Provincial Enterprise Technology Standard Innovation Base by Zhejiang Province. Furthermore, it has established a provincial-level key enterprise research institute and a Zhejiang Provincial postdoctoral research station, specializing in research on new products and technologies.

Looking back on the Asian Games torch’s journey through Wenzhou, the torch started from Songtai Square, proceeding along Xinhe Street, Wuma Street, Gongyuan Road, Huancheng East Road, and Oujiang Road to its final destination, the City Balcony, a total distance of 9.2 kilometers. This journey fully showcased the spirit of Wenzhou people—a millennium-old commercial port known for its “hard work, pioneering spirit, selfless dedication, and innovative drive”—and the remarkable changes and new landscape that Wenzhou has witnessed in the 30 years since its transformation from a prefecture to a city.
In this golden autumn, as the Asian Games arrive, the sacred flame travels across the land. Wenzhou, a millennium-old commercial port, a city of happiness, is ready.
